Smoke-free Regulation Draft to Complete This Month

Jakarta City Council's Special Committee of Smoke-free Area (KTR) targeting the discussion of articles in the Regional Regulation Draft (Raperda) on KTR to be completed this month.

Chairwoman of Smoke-free Area Special Committee, Farah Savira ensured her side agreed the discussion to be completed at special committee level by the end of September 2025.

"We remain focus and optimistic that we can complete the process. We just need the support of all parties, including the leadership and members of the Special Committee, as well as the executive, to ensure a shared understanding of this regional regulation draft," she said, Friday (9/19).

Smoke-Free Neighborhoods Could Be a Pilot Project for the KTR Regional Regulation Implementation

Farah explained that several articles in the KTR Draft Regional Regulation emphasize that companies must not allow cigarette advertising in smoke-free areas. Article 17 also stipulates sanctions for violators, sponsors, and tobacco companies.

"We don't want to give easy access to children who have not been exposed to or known about cigarettes," she added.

The sanctions discussed include a Rp 250,000 fine for individuals caught smoking in smoke-free areas. If an offender is recorded as committing the same offense seven times, the fine increases to Rp 10 million.

Meanwhile, companies and sponsors who violate the rules will be subject to a maximum fine of Rp 100 million.

"It's not a problem If it takes longer. The important thing is that the substance and enforcement are strong," she continued.

Deputy Chairman of KTR Special Committee, the KTR Regional Regulation Draft also regulates the revocation of permits for advertising companies found promoting cigarettes in smoke-free areas.

"We also issue sanctions outside of KTR. We won't discuss that here because it's already covered in other regulations. So, we're focusing on smoke-free areas," he stated.

He emphasized the Special Committee's commitment to completing deliberations on the KTR Regional Regulation Draft. He added that the Special Committee is prepared to hold meetings into the evening to finalize discussions on Articles 18 to 26.

Meanwhile, KTR Special Committee member, Ali Lubis emphasized that the spirit of the KTR regulations is not merely to imprison or fine violators.

"This is for public education," he stated.

According to Ali, the plan to impose social sanctions on smokers caught smoking in smoke-free areas is still being discussed with the Jakarta Social Agency. He also confirmed that the regional regulation draft on smoking areas stipulates the obligation to provide smoking areas to accommodate the needs of smokers in Jakarta. Furthermore, the Jakarta Provincial Government is requi red to conduct public awareness campaigns regarding the implementation of this regulation.
